When looking at CPU heatsinks and fans how quiet should a QUALITY product be?

Im looking at a ZALMAN CNPS9700 LED 110mm 2 Ball CPU Cooler it got mostly good reviews but i want something that is quieter than my stock fan but still keeps it nice and cool. I realize that i want the sound as close to 0 dBa as possible but what are some realistic meauremnts for a quality product?

  1. Realistically, I DONT want a fan that makes no noise, this way I know if it quit running
  2. in 15 years I have only heard a CPU fan when it goes wrong. Most suppliers only use Coolmaster fans but not all. The CD drive make more noise than the CPU fan
  3. CPU coolers don't have to be loud to work infact u could get the one u just metioned and it would work really well and quiet too.
  4. Buy a fanless one.Its called a PASSIVE heatsink.Coolermaster Z600.
