Which is the best and cost effective processor and motherboard?

My friend has damaged his motherboard and processor. He wants to buy a new one. Cou;d anyone suggest a good processor and a motherboard which supports eachother the best. He had asked at Lamington Road but each shopkeeper suggested different different things. His budget is Rs 8,000 to Rs 12,000. He is very confused. Please suggest the appropriate answer and in detail, so that I could tell him.
